Where do the free DOT leads come from?

They come from the FMCSA motor carrier census file published on data.transportation.gov. We import only complete daily releases, so a partial release never appears as a lead. Email and phone are the values recorded in the federal filing; a recorded value is not a verified contact or evidence of buying intent.
